New IMO rule strengthens protection against harassment and bullying at sea

From 1 January 2026, the International Maritime Organization (IMO) STCW Basic Safety / Personal Safety and Social Responsibility (PSSR) course takes effect.

The updated training course included a dedicated module on violence, harassment, bullying, and sexual harassment, reflecting the IMO’s commitment to improving safety, well-being, and respect across the maritime sector.

What This Means for Seafarers

From 1 January 2026 all crew members must be in possession of a valid STCW A-VI/1-4 which includes this update.

This is designed to help seafarers:

Recognise unacceptable behaviour.

  • Prevent harassment and bullying before they escalate.
  • Report incidents safely and confidently.
Reference to standard: STCW1978, with amendments and provisions A-VI/1-4 including IMO resolution MSC.560(108) (adopted 23.05.2024) and IMO Model Course 1.21
